Frankly I'm surprised Telegames is onboard for the DS, but we can infer a couple things from this article:
1. "plans to bring ... to the DS later this year. "
Which would imply that the DS will be available stateside this year as well. Ultimate Card Games is obviously targetted toward the US market, not the Japanese market.
2. "... along with support for various DS features to be announced. "
My guess would be the much rumored touch screen. It would certainly make these games more intuitive than they would be on the GBA.
