So who was the most voted for character who was non-realizable? It must have been Goku. I can't think of anyone else who would have gotten more votes that would be a no-go.

My money is on Banjo Kazooie. Sakurai kind of bent the rules with Cloud, opting not to use Kingdom Hearts Cloud with the red cloak. I think that's where they draw the line though. Despite Nintendo's history with Rare, a wholly owned character from a direct rival isn't happening.

This is probably what Sakurai's reaction to the US Smash Ballot results was probably like.
1. Goku - Sakurai: "Not a game character. Rejected." 2. Simon Belmont - Sakurai: "Konami won't return any of my calls..." 3. Shantae - Sakurai: "...Who?" 4. Shovel Knight - Sakurai: "Okay, now you're just making people up. Haha, nice joke, but no." 5. Bayonetta - Sakurai: "Meh. I guess I could write some fun Pitt jokes about her 'huge guns.' Hehehe... Actually, yeah, let's do that!"

I'm guessing that several characters were "non-realizable" for being assist trophies. Like, Isaac is pretty popular, but I'm pretty sure he's an assist trophy. Ashley from Wario Ware probably falls in that too.
I'm also curious about Professor Layton: if he wasn't popular enough or non-realizable.
