Having done QA Testing on a Wii game (Tiger Woods), I can confirm that this isn't an exaggeration. Submission with Nintendo in the Wii days was a bitch, since the game had to be passed by both NoA AND Nintendo corporate back when we were testing. We got lucky and NoA stepped in on our behalf when corporate failed us on a colossally stupid bug, though. I don't know if that's the way it works now, though.

Nintendo passed the game on first submission.
That explains the eShop and 90% of the games on the Wii.
