Most mobile apps are 99 cents, so will digital books and movies ever get that cheap to better compete?

Streaming movie rentals? Sure. Not new releases, but more recent stuff.
Digital movies you "own"... not unless it's Convoy from the '70s.

I just purchased a new song on the Google Play store - VV Brown's The Apple - for 99 cents. I think movies could reach that point eventually...maybe lower resolution versions of them. Who knows?

It all depends on the value they are percieved in the market. If people stop paying 10-20 bucks for a film then the demand will force the price down in the market.
We could also see a market develop for more independent stuff cropping up. Not normal Indie stuff, but things from YouTube film makers. Things from college humor or nostalgia critic have shown a viable and growing market for the 'internet indie'. This could easily become a submarket over time. Technology makes the ability to produce and distribute films easier and more available to the average person.

Because they cost more to make. Movies have to pay actors, stage crew, directors and dozens of other people. Not to mention pay for distribution and marketing while also making a profit.
Books take months or even years toto write and that align with publishers needing to be compensated for supporting the author makes ththem cost more.
And like i said before. Supply and demand. 99 cents will mean more sales but you need to make enough to justify the lower price. And people are willing to pay more for books and mmovies. The market sustains the price point.

I got Elf for free from Google Play a few months ago, I think that was cheaper than $0.99

Well many authors are going with self-publishing services (like 'Kindle Direct Publishing'). They're the indies of the book industry it seems. They don't have to rely on publishers because these self-publishing services make it easier to get your work out there, and you can set your own price. So maybe we will see more 99 cent books this way.
And videogames cost quite a bit to make as well, since you have to pay the coders, artists, designers, voice actors, etc.
