Any truth to the rumor of excessive development costs to release the 3D remake of Rockin' Kats?

Please, We all know it was to develop Pogo Cat into a full length game to obtain the Box Hunter demographic.

It would probably be a download game, which, as a box hunter, would be a major turn-off.

I thought it had to be the massive development costs that went into Excitebike 3D and then releasing it as a freebie.

Perhaps they shouldn't have used platnum for the back of the pins in the Club Nintendo Elite status award
