I think there is almost no chance of LOT being on the 3DS VC because the TurboExpress never played TurboGrafx-CD games. It would be cool if they did allow it, but I don't see it happening.

Honestly, I don't know any games for either system that I would want. Aside from games like Bonk's Revenge or Devil's Crush, I don't know what came out on TG16 that are must plays.
As for Game Gear, nothing ever shown on that system interested me beyond Sonic and we have that game in a thousand different forms on the handheld as it is (superior ones at that!).
The only handheld system I am interested in revisiting are both the GBC and GBA. I expect GBA will makes it decent from the heavens late next year onto the virtual console.

I'm pretty much in the same boat. From what I've played, the GG library is mostly terrible, and while I'll probably double dip for a few TG16 games (Neutopia 1-2, Bomberman 94, Blazing Lazers) most of what I want I already have on the Wii Virtual Console (except Ys III ;_;).
For a 3rd party system I'd have actually been interested in, there's the awesome little and perpetually under-appreciated NeoGeo Pocket Color. Hopefully at some point SNK and D4 decide to bring it's games over.
