The 64 was necessary. People kept saying unlock characters and getting really specific, even going so far as to say that most of the unlocked characters were Rare employees, but that wasn't good enough. It's funny, since you don't unlock 64 characters -- you unlock something like 31, giving you a total of 64 playable characters.
