It's set on a rotating modulation, and if a phaser set up like that can get through a Borg shield it can get through whatever preparations Batman can make.

Well since Vega refuses to detail the context we don't know what time period they're in so I don't know if anything like that exists. Also, someone who is that familiar with Batman calling Trekkers (the proper term) losers is the pot calling the kettle black.
