Square Enix's WiiWare launch title had downloadable features, dungeons, races and buildings at launch, but this is the first new content made available for the game since then. There are five new downloads available which offer some interesting new features, dungeons, abilities and costumes previously unavailable for the game.
Previously, the largest file size for any DLC package in the game was 3 blocks. This caused some concerns as to whether the content was really being downloaded to the game, or merely unlocked. However, some of these new downloads are 8 blocks in size, significantly larger than previous downloads. This suggests that these new features are actually new content being downloaded to the game instead of merely codes used to unlock pre-existing content.
With this new batch of DLC, if someone were to purchase every available addition to the title it could cost as much as 2400 Wii Points or $24.
These could still just be unlock codes. Perhaps Square simply got wind of the players' suspicions and started adding garbage files to the pack to superficially increase size?
Maybe we'll eventually see a disc-based release of the game and all of it's DLC, as it's already quickly reaching that price point.

I'll be sad if I find out that Square is just stuffing files full of junk. I have few enough blocks open as it is!
Actually, FFCC:MLaaK is like, 90% scripted. If I recall correctly, a block for the Wii is 128kb, so 8 blocks might be enough for some simple script and data files to introduce new behavior to the game built from the basic functions that are already there.
You know though, that disc-based release is an interesting idea. But would Square release it for a discount over individual WiiWare prices? Would it be capable of downloading new DLC down the line?
New Chancellor Outfit 2 – 100 Wii Points, 3 Blocks – This download unlocks an outfit suited for the beach and "tropical climates" for Chime, the king's female chancellor.

Why does Nintendo use such a large cluster size for the file system? To get block numbers that the average user can remember.
