I found this recently:

Yes, it's Smashboards (which many seem to have a stigma against), but it's pretty good about tracking the location of players and letting you swap codes as a result.
At the bottom is a place where you can set your status and add a message next to your name and location. You need an account on Smashboards, but it's worth it, especially to find people near enough that they won't lag like hell when you connect to them.

Beats sitting there looking at a list of offline or unregistered friends.
Also beats trying to connect to someone across the country and having a 2 second delay on every action you perform.

They should request in the start of the BRAWL FC thread here at NWR, that you add generic region info

I've played some whimsical matches against NWRites who are across the country and have terrible lag, but it's fun anyway.
I chewed on Unclebob for an entire game (as Wario).

Yeah, I remember having terrible lag with you S_B, but it was still fun! I wish I had more time to play though... maybe next week.
