Title: is the PS3 actually region free?

I haven't been able to get a definitive answer on this. I have a friend who's visiting Japan right now and I though I would have them pick me up a game or two. I'm in Canada btw. What about import friendly games for PS3? Games are a little cheaper in Japan so I was thinking of even having my friend buy a game or two that is also available here as long as it's import friendly. Thanks in advance
