Title: I declare that Funhouse time will be 1/2 hour later than the rest of the boards.

That's right, I'm taking over the Funhouse and, as of Monday, all Funhouse clocks must be set 1/2 earlier than all over clocks.

We don't need to abide by the clocks of other imperial boards.

The topic that UncleBob linked to is an allusion to Castro. This is an allusion to Venezuela's leader Hugo Chavez unilaterally declaring that all the clocks in that country were going to be moved half an hour so that people had more daylight.
