Title: Advanced Wars Series of Games

Features looking for, voice and video over modem connections, where voice has priority.  To chat with friends and then arrange matches.

Ability to disable video only for when your actually playing any games.

Basically the question becomes, "Is there a good application that has decent codecs for voice and video?"

It doesn't have video but ventrilo is a great voice chat program.
