The game is called Dokidoki Majo Saiban.
These pics have been making the rounds for the last couple weeks.

1-Yes, it's real and it's being made by SNK Playmore. Here's a TGS2006 clip where you can watch trailers for some upcoming SNK DS games, among them, you can see Doki Doki Majo Saiban at about 2:06 :

2-Yes, the game involves touching girls with the stylus.
3-Almost anything you see or read from a non-official site (SPECIALLY blogs) is either fake or probably exaggerated. This game is non-sexual, also has an actual story and looks like a dating-sim.
4-This game is NOT a hentai game, if anything, it falls on the ecchi side. Consoles and handhelds get their content regulated by companies (SONY, Nintendo,etc.), and as far as I know, there has never been a commercially released hentai game on any console EVER, so this isn't an exception. The truth is, pervert-wise, this game won't be any worse than "Mahou Sensei Negima" or your average lolicon anime, wich means there won't be anything explicit or excessively obscene.

It's coming in 2007 in Japan, no specific date has been established as of now. IT'S NOT coming to America or Europe.
Title translation :
Doki Doki is the japanese sound effect for a heart beat, majo means "witch" and saiban means "trial", so "Exciting Witch Trial".
Description (Taken from IGN) :
Doki Doki Majo Saiban (DS)
This adventure title puts players in the role of Akuji, who's been asked by the angel Lulu to search for a sorceress who's snuck into the human world. Players will have to use a variety of means to search for the sorceress, as she looks just like a human. In the game's Majo Saiban (Sorceress Judgment) Mode, you use the stylus to touch girls to determine who's a sorceress.

And it's obviously not as weird as Line Kill Spirits but it still deserves recognition.
But this game is pointless, everyone knows you can find a witch by comparing her weight to a duck.
