Title: totally stuck in paper mario

ok...there's a few problems. One, Merlon won't upgrade my party members. I have I think 14 shine sprites but he says I have none for him to upgrade. What's up with this?
Also, I am on chapter 7. I am getting permission to use the cannon at the Fahr Outpost...but I can't get General White's permission. I've even been using a strategy guide by my game isn't doing the same thing any guide says to do. I have it right up to the Keelhaul Key part, I talked to Pa-Patch and he said the right thing. Then I went to Glitzville and talked to the juice bar owner and he said "Oh he went off to some tree." However, then I go to the tree and the Puni elder doesnt say anything about Gen. White. What did I do wrong?

I'm not sure you have to talk with the elder. Try the other ones.
You can't upgrade your partners more than one level by default. Merlon should have told you to examine Hooktail's fortress again, do that.

You don't ask the Puni elder, instead ask the Puni right in front of you as you walk in.
