I'm thinking this means that PS3 development is somewhere along the way... just not with real "final" dev kits till now. Although they say that the X360's dev tools were released last summer (Summer 2004) I'm betting that they mean preliminary tools, as I recall the final 360 dev kits being out more around this springtime (Spring 2005? Can anyone confirm or refute?).
Particularly of interest is Enterbrain's President (Enterbrain appears to be a mainly Japanese smaller RPG developer) statement that "We are unlikely to see games exhibiting a level only PS3 can achieve until the end of 2007." But then again, maybe the more established companies have a better grip on the hardware than he does.
Comparatively, we can still speculate as to the state of dev kits for the Revolution. Merrick recently claimed that third parties had development hardware, but at what stage? Link! The Rev dev kit materials are surely beyond the "Use a GC dev kit stage" and third parties almost certainly now have the controllers in their hands (Especially with so many of them speaking out about it from Japan). But the dev tools they have may or may not be final yet.
Still, if the PS3 dev kits are finalized (though they may not be) and Rev dev kits are not yet finalized, the Rev could still conceivably have games before the PS3 does because of Nintendo's own in-house development teams being privy to this information long ago, as well as the fact that developing on the PS3's completely from scratch Cell Processor with 9 cores may take devs longer to figure out rather than the much more dev and small game friendly Revolution hardware.

Obviously Sony ha no final SDKs yet, the hardware itself isn't final so why should the SDKs be?
Enterbrain is famous for their ____ Maker toolsets. RPG Maker, Fighter Maker, Shmup Maker, etc. I wish they'd make international versions of those.
The Cell isn't a completely new architecture, it's a modified PowerPC. Sure, you won't be able to harness its power completely with just PPC tools but it'll be enough for a game.

I think Bill's right. It was after E3 that Xbox got final kits...which is crazy. I'm really surprised that Kameo and Perfect Dark 0 might actually be ready for launch...I have a feeling they will be relatively unpolished, especially PD0.

Stories like this are starting to confirm what I heard a while back. As of about 2 months ago, EALA didn't have any PS3 hardware (or Revolution hardware). If they were doing anything for PS3, at best it was testing basic threaded code without any hardware. No actual game development started yet.
My EALA friend wondered if Spring was legit. Hearing this even now really makes you wonder.

Yep, but it's gotten better. At the time, he'd be in the office by 9 AM. Stay as late as 2 or 3 AM, followed by a 45 minute commute home. Wake up at 8 AM, rinse and repeat. He also did a few complete overnighters... went in at around 9 AM and stayed until the FOLLOWING evening (36+ hour shift). Pretty bad.
It got to the point where, I guess as a "favor", EA brought in people to do their laundry for them since they didn't even have time to do basic things like that at home anymore. They'd also pay for catering, which is fine but living on pizza and the other assorted crap food they offered isn't great either.
Nowadays he's enjoying himself, working on an original 360 game.

That's par during crunchtime, an employer that won't even buy you pizza and caffeine would be lower than dirt even by game industry standards.
