It's in Chris Kohler's book, Power-Up. Basically, tons of kids skipped school to camp out for Dragon Quest III, so Japan's government passed a law to prevent such a problem with the series in the future.

Er yeah, it should have said released. I didn't catch that phrasing problem, and no one seemed to point it out during trivia o.O
