Title: In Animal Crossing, is there a way to get a tree to grow every time you plant one?

I'm having trouble getting a perfect town, the last acre I need to grow 9 trees in is by the lake, and I can't get any thing to grow there. If you know how to get a tree to grow every time you plant one please let me know.

Wait for weeds to grow and plant one where the weed was. That usually works
