A.) If you know what you're doing, yeah, you can get on the internet from the computers.
B.) It seems to me that it'd be pretty easy for Home Office to tweak the restrictions for *every* Wal-Mart... Think about it, bring the kids in, leave them at the Snack Bar or the McDonald's (or Subway, or whatever your Wal-Mart has) and shop without your kids screaming and yelling the entire time...

Taco Bell (or McDonald's or whomever) doesn't already have high speed Internet in the majority of their stores - which is why I picked Wal-Mart (plus I work there...)
