Nope.  Only way is to import from an older game through the Pal Park or trade for them.

I guess I will take your word for it pokepal.   Let me reword things. There is no way to get a Celebi unless you hack your DS aside from the Pal Park or trading for one.

Lame. What's the point of creating pokemon that can never be accessed later after a special event? I'm glad I've never gotten into this dead franchise.
