I originally read it as "whats the difference between a black fair and a white fairy," not seeing the "tale" at the end. My immediate reply would've been:

Black fairy's have a natural flow anyone can get behind

To answer the actual riddle: In white fairy tales, there are no blacks. In black fairy tales, there's only white women.

A white person's fairy tale starts "Once upon a time..."

A black person's fairy tale starts "YOOOOOO You ain't gonna BELIEVE this **** SON!"

but instead of the beginning, think about the ending.
