Actually, only one of the characters so far has their Final Wars look, which is Gigan. Well, two if one counts the Gotengo. The others, that were also in the 2004 film, are modeled after their look in previous movies, and include:
Godzilla - Godzilla 2000: Millennium
Mothra - Godzilla vs. Mothra ('92)
Anguirus - Showa series ('54-'75)
King Caesar - Godzilla vs. Mechagodzilla ('74)
