How do you scale a pic down in Paint?

You go to the Diablo II forums site ( http://theamazonbasin.com/d2/forums/ ), go to the other games categore, go to page 2 or 3, look for a topic that says F - Zero, which is created by Swordsplay (me), click it, and view my post, it has a picture of that black dragon I was talking about, can someone help me with that?
