Title: broken goal in tony hawk 4 (SF level) ?!?!

I've been trying to complete all the goals in tony hawk 4, but I just realized there's a locked goal in San Francisco that should have been unlocked. From a walkthrough, it looks like the 2nd painter goal (so I assume the S-K-A-T-E goal should unlock it). I repeated ALL the goals prior to the locked one just in case, but no luck.
Has anyone encountered this bug in TH4? More importantly, does anyone know of a fix (short of completely restarting, which would be quite painful at this point -- I have 172 pro points)?
