I may have muddied the waters because I thought I knew the system you were using but then got confused when it didn't follow the pattern I expected. My advice now is to just be a dictator host. Go in to Safe Words 11 and post that

It is (insert player's name)'s turn to choose a Safe Word from the following choices: (List of words still available). No exceptions!
Then after they guess a word you would replay that

(Name of Player who Guessed) is (Safe or Blown up.)
If they were safe, your post might look like this:

(Name of Player who Guessed) is Safe!
It is (insert player's name)'s turn to choose a Safe Word from the following choices: (List of words still available). No exceptions!
If blown up, you could post this message:

(Name of Player who Guessed) is Blown Up!
(Insert Player Name) will now select the next bomb word.
Basically, you just tell us players who specifically has to select a word and what the choices are. Even if we are confused about it, we'll go along with it if you just keep clearly dictating who has to choose each turn.

There is a very large and undeveloped metagame in Safe Words. Only now are we witnessing top players truly exploring the very dense methodology surrounding what was once considered a basic and unassuming forum game.
Rest assured, my time is being well-spent for very real, very serious scientific research.

Pretty much. Silenced is daring Lucario to just blow him up and eliminate him from the game by not choosing a word and Lucario is daring Silenced to pick a word and potentially be safe and have to keep playing.
It's like the Cuban Missile Crisis but with a lot more at stake.
