Xenoblade Chronicles X will feature two bundles and a special offer for Europe.
Upon the game's 4 December release, there will be two limited edition bundles available. A game bundle that includes a steelbook, two posters (world map and cover art) and an artbook will be available for existing Wii U owners. For those who would be jumping in new, a console bundle will be available that includes the world map poster and the artbook.
In addition, Xenoblade Chronicles has been put up today as a Wii download on the Wii U eShop. Buying Xenoblade during the first two weeks of sale will offer a £9/AUS$13 discount off a download of Xenoblade Chronicles X.
America will probably get the game with no spiffy extras, as per usual. We probably won't even get the original game on the eShop.

By "Special Edition", I'm sure they just mean they're releasing an edition AT ALL since NoA is seemingly no longer in the business of releasing and selling games, and are probably only touching this game under protest.

I want to believe, man, but technically a Gamestop exclusive release ala Xenoblade 1 would be considered a Special Edition and NoA has a pretty thorough track record lately of getting completely outclassed by their European counterpart.
There actually is a hypothetical good reason for NOA not to offer the download. The game just came out on the New 3DS and it is the only New 3DS exclusive thus far. So people went a bought a whole new system for a game that was just going to be released on the eShop a few months later? NOA might be assuming that New 3DS owners might be upset that their system's big exclusive just got another release and they also probably figure it will hurt future New 3DS sales since that game remains the sole New 3DS exclusive title.It's technically not the only exclusive as the New 3DS also has the ability to scan Amiibo without an external port. I think some games allow the second analog nub to function as well (I think Smash may be one). So there are other reasons people pick up the New 3DS than just the one game that doesn't play on older 3DS's.
Of course it is NOA so a simpler explanation might be that they're going to do things worse than NCL and NOE because that's how they roll these days.
