Title: Will dual charger question?

I have a friend who has a Wii and bought the Wii charger. Well when he went to charge them they are both red, I know that means that the battery is low. Well it is a dual charger and one of the red light blinks while the other just stays red. What does this mean?

Is it the energizer brand? I know the red means it's charging, and green is fully charged. But I never knew it to blink.
