I think part of it is to avoid spam accounts (i.e. create another account to help boost your score).

Yes. Below a persons score will be an Applaud button and a Smite button.

I misunderstood the question. I thought you were asking how I rate 'people'? As in, what is my opinion of 'people'? For the record, I think people suck.
