Crimm is more like the community shepherd. What do you think that huge staff shepherds carry is for? To beat the sheep when they get out of line or fend off hungry bots hoping to prey on the shepherd's flock.

Actually those are two different instruments, the rod and the staff. The rod was a club, a weapon. The staff was to guide the sheep and often had a crook to catch their legs.
