Sounds almost like a female Goomba. Goombette is a female Goomba that will debut in the next Mario Kart along side the lovable Goomba as hidden characters.

Wasn't there a Goombette in the original paper mario as well?

He had a sister and mother that you met early on. In fact you meet them before Goombario. I don't recall if they appeared any other times besides the beginning of the game, so yes they really were extremely minor NPC's. Still though, i felt like his sisters name was Goombette.. maybe it was Goombradella or something. Doesn't matter.
