It means how accurate you were (how many shots landed) while using your targeting computer (a lot of people think it's how often you used the computer, but that's wrong). The best way to get a 100% targeting computer efficiency is to not use it at all, although it is possible if you're a good shot with it on.

Really?  I always thought it was how much you used it.  That'll change things.

I thought it was how often you used it too.

I can't get any medals in Battle of Endor, Strike at the core, imperial heist, Ison Corridor, and Prisons of the maw because i just can't see the damn tie fighters!

Efficiancy is how much you use your computer.  If you use it very occasionally you will get a higher score.  I used to think it was accuracy with the computer.  But i hit targets with pretty much every shot once and I still got zero.

It's how much you use the targetting computer.  Don't use it, and you will get a perfect score.  Use it and don't fire, and you will lose score.  Levels that require 100% efficiency for the gold medal require you to go through the whole level without the targetting computer.

Personally, I only really use it in levels that I have a hard time seeing, such as the second level.  (It's been so long since I have seen my copy... I have forgotten the names...)
