Title: What's the deal with these fish?!?

Is it just me, or are none of the fish that are supposed to give me my maps giving me maps? The first fish told me that if i see fish jumping, go over and theyll talk to me and give me a map right? Well whenever i get near the fish that are jumping they just circle underwater around me and wont talk to me. I've had to continue the game with out pretty much any maps and now I can't find anything! Pleeeeeease help me

you need to feed them. throw the red bait you can buy in the store onb the boat.
