Title: What is a Chav?

Can some Europeans define it for me? I want to hear from someone with first hand experience.  As far as I can tell Chav is one of these guys:

I'm not european but I think I can lay it out; a chav is an awful modern-day street ruffian with a streak of wigger and bling bling and they've surely infested every other street in the UK

they should be shot in the face

lolz. Only in suburban areas like Essex and Orpington and council estates. Often dressed in ted baker and burberry and drinking alco pops in their mid 20's?

It's so hard to explain unless you see it for yourself.
