Out of my old games (at least the ones I can find and/or remember) I'd say these would be worth buying on a fleamarket:
GB:
Nemesis 1 and 2
Parodius
R-Type 1 and 2
Megaman (but beware, it's effing hard compared to the console games)
Gargoyle's Quest (probably, haven't played it very far but looks good so far)
SNES:
Tiny Toons: Buster Busts Loose
Megaman X
Super Bomberman 2
I've seen some games quite often on the market and wondered if they're any good:
Axelay (SNES)
Spectre (SNES)
Exkaliber 2sumthing (SNES)
Shaq-Fu just kidding, I know about that one
Dropzone and Super Dropzone (GB and SNES, respectively) (Is that the game where you're playing an astronaut-looking dude who can use grappling hooks and a gun in a sidescrolling jump and run?)

Tiny Toons Cartoon Workshop was in my opinion revolutionary for its time, it offered a sort of creative outlet to make short cartoons sort of like Mario Paint.

I remember the Exkalibur game, kind of a poor man's Ninja Gaiden if I remember correctly. It was average.
Recommends:
Plok (SNES)...it really needed a save feature, but otherwise it's a really fun and unique platformer.
Solar Jetman (NES) - interesting gravity-based spaceship sim/shmup(?) where you salvage stuff more than you shoot. Only complaint is that the final level takes forever and then ends in a hard boss fight.
Rocko's Modern Life (SNES) - I admit, I haven't played it in a long time, but this game built around the "babysit the idiot" mechanic actually seemed pretty fun 10 years ago.
Avoid:
Total Recall (NES)
Tag Team Pro Wrestling (NES) - although it's almost worth it just for the comedy value.

But on the SNES the general rule is that if it's made by Nintendo, Square, Capcom or Konami odds are it's worth buying. At worst you'll encounter a good game that just isn't really for you (like me with Axelay).
And though this is obviously illegal I think trying old games out on an emulator is a good way to figure out what's worth buying. As a used SNES game collector that's been very helpful. I don't really like playing SNES games on my PC so I don't play them that much. Just enough to get a feel for whether or not I'll like the game. I don't see anything wrong with it. I'm pretty much renting games that Blockbuster no longer carries. I play it for a little while, decide if I like it, and if I do I add it to a list in my head of titles to watch out for and I never play the rom again.
