I don't know, I think it depends on the candy.  If it's Gummi Bears, even the ADA wouldn't be able to resist their allure.

I think it is supposed to be a joke that you don't take candy from stangers. In this case, Bill is the one offering candy to those who ride in his van. Basically, only Smash thought of it this way and that's why his post is out there.
