It depends if it was built into the software or not. Most of the games the answer will be no. I think that all the games out right now do not have the option to change language.

But if you're thinking about Feel the Magic, I haven't played it, but I don't think you'd need much Japanese to understand.

Feel the Magic (like most Sega games) has the option to switch to Japanese in the menu. I wouldn't be surprised if it's the same game in both regions with just a different default setting and title screen.

It definitely isn't on any of the home consoles, why should they do it differently with the DS? At least with european releases you can expect there to be multiple languages on the cart and GBA games always ask you, with the DS that could be solved much better.
