Amiibo cards will be used in the upcoming title.

A new Animal Crossing title, subtitled Happy Home Designer, will be coming to the 3DS with emphasis on home design and the introduction of Amiibo cards.

No chores will be in the upcoming title. Instead, you'll be in charges of designing houses for neighbors that fit their tastes. Players will use the new Amiibo cards to scan design rooms for animals on the cards. You can also use the cards to invite more animals into the house. The cards are designed to you explore another side of the Animal Crossing world.

The near field communicator for older 3DS and 2DS models will be coming out the same day as the cards and title, which will be in the fall.

Huh. This is a weird spin-off title. I kind of like it though. It's a smart expansion of Animal Crossing gameplay. It's something that should almost be included in the actual series depending on how it actually turns out. I'm interested. Oh. And card Amiibo are finally here. Nintendo is really embracing the idea of selling you more and more product for a game. Amiibos and DLC. They are after your wallet now.

You don't like designing a home?

Did this really merit a stand alone game? I mean, apart from the printing money for Nintendo aspect.

Yeah. This game and the Amiibo card part really remind me of the old eCard reader for GameBoy Advance. It feels like something that would have been developed for it.

Designing homes was never a part of Animal Crossing games I enjoyed, so I doubt I will pick up this title since it focuses only on that part.

It's not DLC. Per the article:

"A new Animal Crossing title"

"

And only 10 seconds into the video, they say "a brand new Nintendo 3DS game".

Not sure what made you think it was DLC when the video and article both make it clear that it's a new game.

Is there an area outside the house or is it just the house?
