A Poké Ball Pattern Vivillon in now being given away to North American Pokémon X and Y players over the game’s Mystery Gift Internet option. Those interested better hurry though, as the promotion will end on August 12.

This rare Vivillon variety is being given out to players in honor of the re-launch of the Pokémon Center online store.

The Poké Ball Pattern Vivillon cannot be obtained in the Pokémon games through any other means, making it exceptionally rare. The Poké Ball pattern marks the 20th variety of Vivillon to date. Last month, through a similar promotion, a Fancy Pattern Vivillon was sent out in a similar manor.

Another Pokémon distribution event, giving out Heracross and Pinsir, is also scheduled to take place later this month.

Until now, Poké Ball Pattern Vivillon has been difficult to obtain, especially in North America. You couldn’t find it in the wild in your game, and it was available for only a brief time in France earlier this year.-

That is the only time they mention 'North America' in the entire thing.

Now France (and Japan) have had distributions of this Vivlion from partnerships with retail stores using local wireless hence the phrasing especially North America

This is honestly a fairly large error on your part but if you aren't following the series I can see how this would happen.

Also based on the XY code to my knowledge there are 20 patterns meaning this is the last one, but considering all of the AR/OS stuff (like new mega evolutions) that isn't in the XY code (which means they will likely be patched into XY as a compatibility thing) it wouldn't be surprising to have a few new Vivillon patterns.
